営業さん、こんにちは。
私は12月1日にハノイに到着するチケットを持っています。 フライトを早めに変更する必要があるかもしれません (おそらく 11 月 30 日)。 現時点ではまだ分かりません。航空券が12月1日の場合でも、11月30日に到着するベトナムビザを申請できますか? これでいいですか？

As you've known, the visa approval will be valid from the date of arrival that you provide and lasts 1 month or 3 months depending on the visa type you want to apply. If you go to Vietnam later but exit right or before expiration date on visa, it is definitely acceptable. However if you arrive Vietnam sooner, a new visa letter is required.
Finally, as the result, you can apply for Vietnam for arriving date on 30 Nov even though your flight ticket is on 1 Dec. It is no problem at all on condition that you do not go to Vietnam earlier than 30 Nov.
